RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals received for the ADA Curb Ramp Improvements Project;

2.                     Award the contract to RAO Construction Co., Inc., for the total amount of $1,687,447.50;

3.                     Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and

4.                     Direct the Auditor-Controller to establish a new contract account 1200321-0335 ADA Curb Ramp Improvements and transfer $500,000 from 1200321-2118 to the new contract account per the attached appropriation transfer.

DISCUSSION:

On Feb. 5, 2019, the Board of Supervisors authorized the Clerk of the Board to advertise the above-referenced project for bids. On March 12, 2019, the county received three bids for the project, and the results are attached.

 

The Department of Public Works recommends that the Board of Supervisors receive and file the bid proposals, award the contract, authorize execution of the project agreement, and set up the capital contract account.

 

FINANCIAL IMPACT:

This project is being funded by the Humboldt County Road Fund. The engineer’s estimate for the construction contract is $1,899,877. Total project cost is estimated at $2,025,000. Due to budget constraints, only $500,000 can be transferred from budget line 1200321-2118 Professional & Special Services to 1200321-0335 ADA Curb Ramp Improvements in the current Fiscal Year (FY) 2018-2019. ADA Ramp construction is not expected to exceed this allocation for the remainder of the FY 18-19. The remaining $1,525,000 in construction costs will be included in FY 19-20 for Road Fund budget unit 1200321-0335 ADA Improvement Project. Therefore, this project will not impact the General Fund.

United States Department of Justice

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to award the contract. However, staff does not recommend this alternative because the United States Department of Justice has set a September 2019 deadline for complying with the consent decree.
