RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

 1.  Approve plans and specifications for the ADA Curb Ramp Improvements Project (Phase 1); and

 2.  Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, March 12, 2019, at 2 pm.

DISCUSSION:

On Sept. 7, 2016, the United States Department of Justice filed a consent decree requiring the County of Humboldt to comply with Title II of the Americans with Disabilities Act and requiring that all county facilities meet current accessibility standards.   In response to this consent decree, the County of Humboldt Department of Public Works employed the services of Mark Thomas and Company through its on-call agreement for design engineering services to prepare plans, specifications and estimate for the construction of Americans with Disabilities Act-compliant curb ramps.   

 

Due to the large number of non-compliant curb ramps throughout the county, the project was divided into phases. The first phase of this project addresses the non-compliant curb ramps that are located in the unincorporated areas surrounding the City of Eureka, which include Cutten, Myrtletown, Rosewood, and Pine Hill. Future phases will address curb ramps throughout the county that the Department of Public Works and the public have identified and prioritized through public meetings and correspondence.

 

The Department of Public Works recommends that the Board of Supervisors approves the attached plans and specifications, advertise the project, and proceed to construction.

 

FINANCIAL IMPACT:

There is no financial commitment until the project is awarded. This project is being funded by Humboldt County Road Fund. The engineer’s estimate for the construction contract is $1,899,877.  Construction costs are included in the approved Fiscal Year 2018-2019 budget for Road Fund budget unit 1200321-2118. This project will not impact the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the project. However, staff does not recommend this alternative because the United States Department of Justice has set a September 2019 deadline for complying with the consent decree.
