RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Elk Creek Road (C6D060) Post Miles 0.95 to 2.42 Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Oct. 25, 2022, at 2:00 p.m.

DISCUSSION:
On March 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Elk Creek Road (C6D060) Post Miles 0.95 to 2.42, near the town of Myers Flat in the southern portion of Humboldt County, experienced multiple locations of roadway settlement and shoulder failure. Emergency temporary repairs were done at the time of the disaster to maintain essential traffic flows.
On Feb. 9, 2022, the Humboldt County Department of Public Works ("Public Works") received Federal Highway Administration funding approval to proceed with the Elk Creek Road (C6D060) Post Miles 0.95 to 2.42 Storm Damage Repair Project. GHD, Inc. subsequently prepared the attached plans and specifications for the project based on a topographic survey of the damaged area that was prepared by Points West Surveying Company and a geotechnical study prepared by Crawford and Associates. The work proposed in the attached plans and specifications consists of reinforcing the embankment with geosynthetic material, installing deep sub-drainage, replacing storm drain and down-drains, roadway reconstruction, and erosion control items.
