Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Humboldt County Department of Health and Human Services Director, or a designee thereof, to accept funding made available through the California Department of Housing and Community Development’s Transitional Housing Program and California Department of Housing and Community Development’s Housing Navigation and Maintenance program; and
2. Direct the Clerk of the Board to return one fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Department of Housing and Community Development.

DISCUSSION:
On Nov. 1, 2022, the California Department of Housing and Community Development (HCD) issued Allocation Acceptance Forms under the Transitional Housing Program (THP), as authorized by Item 2240-102-0001 of section 2.00 of the California Budget Act of 2022 and Sections 50807, et seq. of the California Health and Safety Code, and the Housing Navigation and Maintenance Program (HNMP), as authorized by Item 2240-103-0001 of Section 2.00 of the California Budget Act of 2022 and Sections 508011of the California Health and Safety Code.
On Feb. 14, 2023, the Humboldt County Department of Health and Human Services (DHHS) submitted applications for THP and HNMP funding to HCD in accordance with the requirements of the Allocation Acceptance Forms dated Nov. 1, 2022. If accepted, DHHS - Child Welfare Services will use such THP and HNMP funding to support eligible activities, as approved by HCD, which include, without limitation: assisting young adults between 18 to 24 years of age with securing and maintaining housing; improving coordination of essential services and key community resources, including those from within the child welfare system and the local Continuum of Care; engaging in outreach programs that are designed to serve individuals with the most severe needs; and providing case management services, including, without limitation, emergency supports to foster youth.
HCD requires that each applicant for THP and HNMP funding adopt a resolution authorizing the execution and delivery of a State of California Standard Agreement, and any amendments thereto, along with any and all other documents required or deemed necessary or appropriate to accept THP funding. Accordingly, DHHS recommends that the Board adopt the attached resolution, which authorizes the DHHS Director, or a designee thereof, to accept THP and HNMP funding made available by HCD.
FINANCIAL IMPACT:
The attached resolution will allow the DHHS Director, or a designee thereof, to accept THP funding in the amount of $245,755 and HNMP Funding in the amount of $108,545 for budget Unit 1110-518.
STAFFING IMPACT:
The acceptance of THP and HNMP funding may affect current staffing levels by expanding staff hours or hiring new staff to meet HNMP requirement of providing a housing navigator.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to adopt the attached resolution authorizing the DHHS Director, or a designee thereof, to accept THP and HNMD funding made available by HCD. However, this alternative is not recommended since it will not allow the County of Humboldt to obtain funding that would be used to support vulnerable youth experiencing homelessness.
