RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Humboldt County Department of Health and Human Services Director, or a designee thereof, to accept funding made available through the California Department of Housing and Community Development's Transitional Housing Program; and
2. Direct the Clerk of the Board to return one fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Department of Housing and Community Development.

DISCUSSION:
On Oct. 14, 2021, the California Department of Housing and Community Development (HCD) issued an Allocation Acceptance Form under the Transitional Housing Program (THP) totaling $8 million as authorized by Item 2240-102-0001 of section 2.00 of the Budget Act of 2021 (Chapter 69 of the Statutes of 2021) and Chapter 11.7 (commencing with Section 50807) of part 2 of Division 31 of the Health and Safety Code (the "Allocation Acceptance Form").

On November 15, 2021, the Humboldt County Department of Health and Human Services ("DHHS") submitted an application for THP funding to HCD in accordance with the requirements of the Allocation Acceptance Form dated Oct. 14, 2021. If received, DHHS - Child Welfare Services will use such THP funding to support eligible activities, as approved by HCD, which include, without limitation: assisting young adults between 18 to 25 years of age with securing and maintaining housing; improving coordination of essential services and key community resources; and engaging in outreach programs that are designed to serve ind...
