RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Humboldt County Department of Health and Human Services Director, or a designee thereof, to accept funding made available through the California Department of Housing and Community Development’s Transitional Housing Program; and
2. Direct the Clerk of the Board to return one fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Department of Housing and Community Development.

DISCUSSION:
On Oct. 14, 2021, the California Department of Housing and Community Development (HCD) issued an Allocation Acceptance Form under the Transitional Housing Program (THP) totaling $8 million as authorized by Item 2240-102-0001 of section 2.00 of the Budget Act of 2021 (Chapter 69 of the Statutes of 2021) and Chapter 11.7 (commencing with Section 50807) of part 2 of Division 31 of the Health and Safety Code (the “Allocation Acceptance Form”).
On November 15, 2021, the Humboldt County Department of Health and Human Services (“DHHS”) submitted an application for THP funding to HCD in accordance with the requirements of the Allocation Acceptance Form dated Oct. 14, 2021. If received, DHHS - Child Welfare Services will use such THP funding to support eligible activities, as approved by HCD, which include, without limitation: assisting young adults between 18 to 25 years of age with securing and maintaining housing; improving coordination of essential services and key community resources; and engaging in outreach programs that are designed to serve individuals with the most severe needs.
HCD requires that each applicant for THP funding adopt a resolution authorizing the execution and delivery of a State of California Standard Agreement, and any amendments thereto, along with any and all other documents required or deemed necessary or appropriate to accept THP funding. Accordingly, DHHS recommends that the Board adopt the attached resolution, which authorizes the DHHS Director, or a designee thereof, to accept THP funding made available by HCD.
This resolution was considered and signed by the Board on Dec. 7, 2021 but HCD has only recently informed us that the resolution was rejected for formatting requirements that we had not understood were mandatory. For this reason, the same resolution is before you now.
FINANCIAL IMPACT:
The attached resolution will allow the DHHS Director, or a designee thereof, to accept THP funding in the amount of $32,800, in Fund 1110, Budget Unit 518, Foster Care. This funding was anticipated and included in the fiscal year (FY) 2021-22 county annual budgets, and will be included in the (FY) 2022-23 proposed county budget. There will be no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to adopt the attached resolution authorizing the DHHS Director, or a designee thereof, to accept THP funding made available by HCD. However, this alternative is not recommended since it will not allow the County of Humboldt to obtain funding that would be used to support vulnerable youth experiencing homelessness.
