RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the Elk Creek Road (C6D060) Post Miles 0.95 to 2.42 Storm Damage Repair Project; and

2.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Oct. 25, 2022, at 2:00 p.m.

DISCUSSION:

On March 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides.  Elk Creek Road (C6D060) Post Miles 0.95 to 2.42, near the town of Myers Flat in the southern portion of Humboldt County, experienced multiple locations of roadway settlement and shoulder failure.  Emergency temporary repairs were done at the time of the disaster to maintain essential traffic flows.

 

On Feb. 9, 2022, the Humboldt County Department of Public Works (“Public Works”) received Federal Highway Administration funding approval to proceed with the Elk Creek Road (C6D060) Post Miles 0.95 to 2.42 Storm Damage Repair Project.  GHD, Inc. subsequently prepared the attached plans and specifications for the project based on a topographic survey of the damaged area that was prepared by Points West Surveying Company and a geotechnical study prepared by Crawford and Associates.  The work proposed in the attached plans and specifications consists of reinforcing the embankment with geosynthetic material, installing deep sub-drainage, replacing storm drain and down-drains, roadway reconstruction, and erosion control items.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Elk Creek Road (C6D060) Post Miles 0.95 to 2.42 Storm Damage Repair Project.

 

FINANCIAL IMPACT:

There is no financial commitment until the Elk Creek Road (C6D060) Post Miles 0.95 to 2.42 Storm Damage Repair Project is awarded.  This project is being funded by Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%).  The engineer’s cost estimate for the project is $2,502,146.  The Humboldt County Road Fund will be responsible for $286,996.15 of the costs associated with the Elk Creek Road (C6D060) Post Miles 0.95 to 2.42 Storm Damage Repair Project.

 

Expenditure appropriations relating to completion of the Elk Creek Road (C6D060) Post Miles 0.95 to 2.42 Storm Damage Repair Project have been included in the fiscal year 2021-22 and 2022-23 recommended budget for Roads, budget unit 321. 

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the attached plans and specifications for the Elk Creek Road (C6D060) Post Miles 0.95 to 2.42 Storm Damage Repair Project.  However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
