1.                     Approve, and authorize the Director of Public Works to advertise and distribute, the attached request for qualifications regarding the provision of professional design engineering services for the Garberville Complete Streets Project and the Redway Drive/Redwood Drive Intersection Highway Safety Project.

DISCUSSION:

The Humboldt County Department of Public Works (“Public Works”) has been awarded state grant funding under the California Regional Transportation Improvement Program to design and implement traffic calming and pedestrian safety features along Redwood Drive in the community of Garberville.  The overall goal of the Garberville Complete Streets Project (“Garberville Project”) is to improve, retrofit and reconstruct existing sidewalks and roads within the project area in accordance with the California Complete Streets Act, in order to provide safe and convenient travel by all users, including, without limitation, pedestrians, public transit, bicyclists and motorists.  Public Works has completed a master plan for the Garberville Project that included community input obtained through stakeholder walkthroughs and workshops.  

 

Public Works has also been awarded federal grant funding under the Highway Safety Improvement Program to design and implement traffic calming and pedestrian safety features for the intersection of Redway Drive and Redwood Drive in the community of Redway.  The overall goal of the Redway Drive/Redwood Drive Intersection Highway Safety Improvement Project (“Redway Project”) is to install curb ramps, bulb outs, warning signs, pavement markings, realigned lane lines and a crosswalk that are designed to calm traffic and channelize, collect and direct pedestrians within the project area.  Public Works has prepared a Systemic Safety Analysis Report that identified safety improvements that can be implemented within the Redway Project Area which has become one of the most vulnerable areas for vehicle collisions in the Redway community.

 

Public Works has prepared the attached request for qualifications (“RFQ”) to retain an experienced and qualified consulting firm to provide professional design engineering for the Garberville and Redway Projects.  The attached RFQ meets federal requirements and complies with the latest guidelines from the California Department of Transportation’s Local Assistance Procedures Manual.

 

Once the review, evaluation, selection and contract negotiation processes set forth in the attached RFQ have been successfully completed, Public Works will return to the Board of Supervisors in order to award a consultant services agreement to the highest-ranking consultant.  The estimated maximum amount payable under the consultant services agreement awarded pursuant to this RFQ process is Two Hundred Thousand Dollars ($200,000) for a period of three years.

 

Accordingly, Public Works recommends that the Board of Supervisors approve, and authorize the Director of Public Works to advertise and distribute, the attached RFQ regarding the provision of professional design engineering services for the Garberville and Redway Projects.     

 

FINANCIAL IMPACT:

As noted above, the estimated maximum amount payable for the professional design services rendered, and costs and expenses incurred, pursuant to the terms and conditions of the consultant services agreement awarded as a result of this RFQ process is Two Hundred Thousand Dollars ($200,000.00).  The Garberville and Redway Projects are funded by the Federal Highway Safety Improvement Program and the California Active Transportation and Transportation Improvement Programs.  These programs are 100% funded by grants offered through the Federal Highways Association and the California Transportation Commission.  There is no financial commitment until the Board approves a consultant services agreement with the selected consultant.  As a result, approval of the attached RFQ will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached RFQ regarding the provision of professional design engineering services for the Garberville and Redway Projects.  However, this alternative is not recommended since Public Works has limited personnel to provide the professional design engineering services needed for the Garberville and Redway Projects.
