RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the Sheriff, or a designee thereof, to enter into negotiations with Integrated Security Controls, Inc. regarding the upgrade and replacement of the current security controls system for the Humboldt County Correctional Facility;
2. Authorize the Sheriff, or a designee thereof, to enter negotiations with the one remaining alternate vendor if negotiations with Integrated Security Controls, Inc. are unsuccessful; and
3. Direct the Sheriff's Office staff to return to the Board once negotiations are completed requesting authorization to enter into a negotiated contract for security system replacement and maintenance with Integrated Security Controls, Inc.

DISCUSSION:
The Humboldt County Correctional Facility (HCCF) opened in 1995 and is over 23 years old. One area that the facility would like to upgrade is the security system. HCCF has had the same security system and vendor since 2001 with only minor upgrades. HCCF can only record on 32 of the 80+ cameras that are located throughout the facility. Of the 32 working cameras, several of them do not cover the necessary areas, or provide a good view of housing units, leaving several blind spots in each unit. The current system has left HCCF unable to meet the Prison Rate Elimination Act (PREA) compliance standards due to many uncovered areas or covered areas that aren't recorded. Due to these deficiencies, an incident would only be captured if a Correctional Deputy happened to be monitoring it at the time.
