RECOMMENDATION(S):

Recommendation

That the Board of Supervisors authorize the Chair of the Board to execute MOUs with the City of Arcata, City of Blue Lake, City of Eureka, Boys & Girls Club of the Redwoods, K’ima:w Medical Center and the Humboldt County Fire Chief’s Association for Measure Z funding, a local half-cent sales tax; direct the Clerk of the Board to return two copies of all of the agreements to the County Administrative Office for processing; approve extension of time to spend previously allocated FY 2017-18 Measure Z funds and the corresponding budget adjustments (Attachment 10); and authorize the County Administrative Officer to execute all required MOUs or amendments to extend the time to spend previously allocated Measure Z funds.

DISCUSSION:

Measure Z allocations have been finalized for FY 2018-19, the final step in the allocation of these funds is to approve MOUs with outside agencies.  Before your Board today are MOUs with the cities of Arcata, Blue Lake and Eureka, Boys & Girls Club of the Redwoods, K’ima:w Medical Center and the Humboldt County Fire Chief’s Association.

 

The City of Arcata MOU is from July 1, 2018 to June 30, 2019 for $353,367 to employ one (1) Student Resource Officer and two (2) Juvenile Diversion Counselors to directly serve 5-12th grade students and families in Humboldt County.

 

The City of Blue Lake MOU is from July 1, 2018 to June 30, 2019 for $75,000 to contract with Humboldt County Sheriff to fund a one-half (.5) full-time equivalent (FTE) Deputy Sheriff position in order to allow for additional coverage within the City of Blue Lake during times when such coverage is not otherwise available. 

 

The City of Eureka MOU is from July 1, 2018 to June 30, 2019 for $512,840 to employ one (1) FTE Police Officer assigned to the Humboldt County Mobile Intervention Support Team, one (1) part-time Reserve Officer, one (1) FTE sworn Waterfront Parks Ranger, one (1) part-time Homeless Services Program Manager and one (1) part-time Homeless Services Liaison in order to reduce homelessness within the City of Eureka.

 

The Boys & Girls Club of the Redwoods MOU is from July 1, 2018 to June 30, 2019 for $40,000 to retain staff to support the expansion of the programming offered in the Eureka area of Humboldt County. 

 

The K’ima:w Medical Center MOU is from July 1, 2018 to June 30, 2019 for $259,208 to pay for the provision of emergency medical services in the eastern portion of Humboldt County. 

 

The Humboldt County Fire Chief’s Association (HCFCA) MOU is from July 1, 2018 to June 30, 2019 for $2,290,536 to purchase equipment and pay for dispatch fees, Emergency Services provided in the Service Gap Area by the Blue Lake, Kneeland and Willow Creek Fire Protection Districts, and planning efforts to address fire-related district boundaries.

 

All of the above MOUs will receive payment on a reimbursement basis.  All contractors will submit quarterly invoices to the County Administrative Office along with quarterly reports in order to receive payment.  In addition, each contractor will provide an annual report.

 

These MOUs come to your Board after the effective date due to the FY 2018-19 budget being adopted on June 26, 2018 and the time in which it takes to create and process Measure Z contracts.

 

On June 5, 2018, your Board approved a request from Alcohol Drug Care Services (ADCS) to extend the time ADCS has to spend previously allocated FY 2017-18 Measure Z funds to allow for the continuation of residential detoxification and substance use disorder rehabilitation. At that time, ADCS was unsure how much of the funding allocated in FY 2017-18 would be available. The final invoice from ADCS for FY 2017-18 has been received and an extension of time is requested in order to spend $221,100 of the remaining FY 2017-18 allocation.

 

Mountain Community and Culture (MCC) was allocated $15,000 of Measure Z funding in FY 2017-18 for conducting a pedestrian safety walkability/mobility study for the downtown Willow Creek area. On July 30, 2018 (Attachment 7), staff received a request to extend the time MCC has to spend previously allocated FY 2017-18 Measure Z funds to allow for the continuation of the walkability study. The final invoice from MCC for FY 2017-18 has been received and an extension of time is requested in order to spend $2,249 of the remaining FY 2017-18 allocation.

 

Humboldt Community Access and Resource Center (HCAR), by and through 2-1-1 Humboldt, was allocated $35,000 of Measure Z funding in FY 2017-18 for the purpose of continuing to work as a Volunteer Organizations Active in Disaster (VOAD). On July 13, 2018 (Attachment 8), staff received a request to extend the time 2-1-1 has to spend previously allocated FY 2017-18 Measure Z funds to allow for the continuation of the work of VOAD. The final invoice from 2-1-1 for FY 2017-18 has been received and an extension of time is requested in order to spend $11,646 of the remaining FY 2017-18 allocation. HCAR is no longer associated with 2-1-1 as a fiscal agent, a new contract with 2-1-1 will be necessary to remove HCAR as a recipient of Measure Z funds. 

 

Humboldt County Fire Chief’s Association (HCFCA), was allocated $1,241,465 of Measure Z funding in FY 2017-18 for the purpose of paying the costs and expenses associated with purchasing fire-related equipment, fire dispatch and to provide for planning-related services. On April 24, 2018, your Board approved the HCFCA’s request to extend the time to spend previously allocated FY 2017-18 Measure Z funds of $680,000 in order to complete the construction of fire station facilities. On September 6, 2018 (Attachment 9), staff received an additional request to extend the time the HCFCA has to spend previously allocated FY 2017-18 Measure Z funds of $62,620 to reimburse the Arcata Fire Protection District for dispatch fees that were not invoiced to the county due to an administrative oversight.

 

Finally, your Board allocated $50,000 in FY 2017-18 for the relocation of county services to allow for the creation of two new courtrooms in the existing county courthouse. A space has not yet been identified to accommodate this space, nor are the courts yet able to staff such a courtroom with a judge. Staff recommends your Board extend the time to spend previously allocated FY 2017-18 Measure Z funds of $50,000 to allow for this project to be completed in the new fiscal year.

 

Staff recommends your Board approve the requests to extend the time to spend previously allocated FY 2017-18 Measure Z funds and the corresponding budget adjustments.

 

FINANCIAL IMPACT:

The total allocation of Measure Z dollars for FY 2018-19 MOUs is $3,530,951 as previously approved by your Board on June 26. 2018.

 

The total amount of previously allocated Measure Z funds in FY 2017-18 for Alcohol Drug Care Services, Mountain Community and Culture, 2-1-1, the HCFCA and for additional courtroom space is $347,615.

 

This agenda item supports the Board’s Strategic Framework by enforcing laws and regulations to protect residents, creating opportunities for improved health and safety and protecting vulnerable populations.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose not to approve the contracts.  This is not recommended as this will leave agencies without a way to receive the Board approved allocation of Measure Z funding.
