RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution which authorizes the Humboldt County Department of Health and Human Services (DHHS) Director, or a designee thereof, to accept funding made available through the HCD THP (Round Six) and HNMP (Round Three); and

2.                     Direct the Clerk of the Board to return one fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Department of Housing and Community Development.

DISCUSSION:

On Oct. 9, 2024, the HCD issued Allocation Acceptance Forms under the THP, as authorized by Sections 50807, et seq. of the California Health and Safety Code and the HNMP, as authorized by Sections 508011, et seq. of the California Health and Safety Code.

 

On Oct. 21, 2024, the Humboldt County DHHS submitted applications for THP and HNMP funding to HCD in accordance with the requirements of the Allocation Acceptance Forms dated Oct. 9, 2024.  If accepted, DHHS - Child Welfare Services will use such THP and HNMP funding to support eligible activities, as approved by HCD, which include, without limitation: assisting young adults between 18 to 24 years of age with securing and maintaining housing; improving coordination of essential services and key community resources, including, without limitation, those from within the child welfare system and the local Continuum of Care; engaging in outreach programs that are designed to serve individuals with the most severe needs; providing case management services, including, without limitation, emergency supports to foster youth.

 

HCD requires that each applicant for THP and HNMP funding adopt a resolution authorizing the execution and delivery of a State of California Standard Agreement, and any amendments thereto, along with any and all other documents required or deemed necessary or appropriate to accept THP and HNMP funding.  Accordingly, DHHS recommends that the Board adopt the attached resolution, which authorizes the Humboldt County DHHS Director, or a designee thereof, to accept funding made available through the HCD’s THP (Round Six) and HNMP (Round Three) and; HCD requires that each applicant for THP and HNMP funding adopt a resolution authorizing the execution and delivery of a state standard agreement, and any amendments thereto, along with any and all other documents required or deemed necessary or appropriate to accept THP and HNMP funding. Accordingly, DHHS recommends that your Board adopt the attached resolution, which authorizes the DHHS Director, or a designee thereof, to accept any and all funding from the current THP and HNMP rounds made available by HCD.

Social Services Fund (1160-508); California Department of Housing and Community Development’s Transitional Housing and Housing Navigation and Maintenance Programs

 

FINANCIAL IMPACT:

The attached resolution will allow the DHHS Director, or a designee thereof, to accept THP funding in the amount of $196,549 and HNMP funding in the amount of $94,626 for DHHS - Social Services budget unit 1160-508. 

 

STAFFING IMPACT:

Acceptance of the available THP and HNMP funding will allow for reimbursement of staff time associated with assisting youth in obtaining housing services.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to adopt the attached resolution authorizing the DHHS Director, or a designee thereof, to accept THP and HNMD funding made available by HCD.  However, this alternative is not recommended since it will not allow the County of Humboldt to obtain funding that would be used to support vulnerable youth experiencing homelessness.
