RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposal submitted for the Americans with Disabilities Act Curb Ramp Improvements Project (Phase 3);

2.                     Award the attached project agreement to GR Sundberg, Inc., for the total amount of $1,436,631;

3.                     Authorize the Chair of the Board to execute the attached project agreement with GR Sundberg, Inc., upon submittal of the appropriate bonds and insurance; and

4.                     Authorize the Public Works Director to execute contract change orders up to the amount of $84,331.

DISCUSSION:

On May 2, 2023, the Board of Supervisors authorized the Clerk of the Board to advertise the Americans with Disabilities Act Curb Ramp Improvements Project (Phase 3) for bids.  On June 6, 2023, the County of Humboldt received one (1) bid for the project, which is attached hereto as Attachment 1.

 

The Department of Public Works recommends that the Board of Supervisors receive and file the bid proposal submitted for the Americans with Disabilities Act Curb Ramp Improvements Project (Phase 3); award the attached project agreement to GR Sundberg, Inc., for the total amount of $1,436,631; authorize the Chair of the Board to execute the attached project agreement with GR Sundberg, Inc., upon submittal of the appropriate bonds and insurance; and authorize the Public Works Director to execute contract change orders up to the amount of  $84,331.

The Americans with Disabilities Act Curb Ramp Improvements Project (Phase 3) is being funded through a combination of $1.4 million from the 2020 Finance Plan and through state and federal funds and taxes received by the Humboldt County Road Fund.  The contract bid amount is $1,436,631. The total project cost is estimated at $1,725,000. In addition to the contract bid amount the total project cost is inclusive of an estimated $143,369 of budgeted salaries and benefits for Construction Administration, and $145,000 of contingencies that, if required, will be brought before your board for approval with the with any necessary budget adjustments and change orders when the project is accepted as completed.

 

Expenditure appropriations relating to completion of the Americans with Disabilities Act Curb Ramp Improvements Project (Phase 3) are included in the approved fiscal year 2023-2024 budget for Road Fund budget unit 1200-321. As a result, completion of the Americans with Disabilities Act Curb Ramp Improvements Project (Phase 3) will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

Awarding the project agreement for the Americans with Disabilities Act Curb Ramp Improvements Project (Phase 3) will not impact current staffing levels.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure and creating a community where county programs, services, and facilities are accessible to all with disabilities.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to award the Americans with Disabilities Act Curb Ramp Improvements Project (Phase 3) to GR Sundberg, Inc.  However, this alternative is not recommended because the project will make significant progress toward fulfilling the County of Humboldt’s commitment to the United States Department of Justice to provide accessible curb ramps throughout Humboldt County.
