RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals submitted for the Redway Drive/Redwood Drive Highway Safety Improvement Project;

2.                     Award the project agreement to Ford Logging, Inc. dba Pacific Earthscapes for the total amount of $279,859.60;

3.                     Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and

4.                     Authorize the Public Works Director to execute contract change orders up to the amount of $26,493.

DISCUSSION:

On Nov. 8, 2022, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Redway Drive/Redwood Drive Highway Safety Improvement Project for bids.  On Dec. 13, 2022, the County of Humboldt received three (3) bids for the project, which are attached hereto as Attachment 1. One of the bid proposals was determined to be non-responsive because the bidder did not acknowledge the addenda and did not include a signed bid form.

 

The Department of Public Works recommends that the Board of Supervisors: receive and file the bid proposals submitted for the Redway Drive/Redwood Drive Highway Safety Improvement Project; award the attached project agreement to Ford Logging, Inc. dba Pacific Earthscapes for the total amount of $279,859.60; authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance; and authorize the Public Works Director to execute contract change orders up to the amount of $26,493.

 

FINANCIAL IMPACT:

The Redway Drive/Redwood Drive Highway Safety Improvement Project is being funded by California Department of Transportation Highway Safety Improvement Program (90%), and the Humboldt County Road Fund (10%). The contract bid amount is $279,859.60.  The total project cost is estimated at $349,860. Redway Community Services District is responsible for $4,220, which is the cost associated with adjusting water valves. The Humboldt County Road Fund will be responsible for $34,564 of the total costs associated with the Redway Drive/Redwood Drive Highway Safety Improvement Project.

 

Expenditure appropriations relating to completion of the Redway Drive/Redwood Drive Highway Safety Improvement Project are included in the approved fiscal year (FY) 2022-23 Road Fund Budget (1200321-2118).

 

Projects are paid in arrears with anticipated funding coming from the State of California as mentioned above. The FY 2020-21 Annual Road Report, completed by the State of California, reflected an estimated negative fund balance of $5.9 million in the county’s Road Fund. Even after allocating nearly $6.8 million of American Rescue Plan Act (ARPA) funds to the Road Fund in order to reduce the negative fund balance, the current estimated fund balance remains negative by approximately $4 million.

 

This negative balance is partially due to the timing of Federal Emergency Management Agency reimbursements to the county, which can take years for the county to receive repayment. The department utilizes other state and local funding, such as Regional Surface Transportation Program funds, for the Humboldt County Road Fund match for reimbursable projects. Despite those additional funding sources, Road Fund projects are underfunded and will very likely have a negative impact on the General Fund if additional revenue sources are not secured.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to award the project agreement for the Redway Drive/Redwood Drive Highway Safety Improvement Project. However, this alternative is not recommended because the project will improve safety and accessibility at the intersection of Redway Drive and Redwood Drive using funds that would not otherwise be available to the County of Humboldt.
