RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the completed contracts, including all change orders approved by the Public Works Department, between Mercer-Fraser Company and Humboldt County for construction of Bridge Preventive Maintenance Project at Various Locations throughout Humboldt County; and

2.                     Approve the final claims for payment, to be submitted by the Public Works Department to the Auditor-Controller, in the amounts of $375 for Project 5904(140), $375 for Project 5904(154), and $375 for Project 5904(155), which will bring the total amounts paid to 100% of the contracts.

DISCUSSION:

Bridge Preventive Maintenance Project at Various Locations throughout Humboldt County includes three (3) separate federal aid projects that provided maintenance for twenty-five (25) bridges in the Humboldt County Road System. Federal Project 5904(140) replaced timber stringers, deck and railing; modified concrete abutments; repaired concrete posts and rails; and replaced asphalt approaches at four (4) bridges in the southern portion of Humboldt County. Federal Project 5904(154) replaced asphalt approaches at nine (9) bridges in the southern portion of Humboldt County. Federal Project 5904(155) replaced asphalt approaches and joint seals, repaired spalled areas on deck surfaces, and prepared and treated bridge decks with methacrylate, at twelve (12) bridges throughout Humboldt County.

 

The Humboldt County Department of Public Works ("Public Works") received construction funding approval from the Federal Highway Administration for federal Projects 5904(140), 5904(154), and 5904(155) on April 24, 2019, May 8, 2020, and June 2, 2020, respectively. Public Works prepared plans and specifications for Bridge Preventive Maintenance Project at Various Locations throughout Humboldt County based on bridge inspection reports prepared by the California Department of Transportation and reviewed by the County of Humboldt’s on-call bridge consultant, Quincy Engineering.

 

On June 15, 2021, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise Bridge Preventive Maintenance Project at Various Locations throughout Humboldt County for bids. On July 20, 2021, the County of Humboldt received three (3) bids for the project. The project agreement was awarded to Mercer-Fraser Company, the lowest responsive bidder, on August 17, 2021. The award amount was $1,005,051, and contract change orders executed during the project increased the authorized amounts by $1,726 for Project 5904(140), $7,070 for Project 5904(154), and $34,812 for Project 5904(155).

 

Public Works recommends that the Board of Supervisors accept the completed contracts, including all change orders approved by Public Works for this project, and approve the final claims for payment.

 

FINANCIAL IMPACT:

Total construction costs for this project are $1,048,659. Progress payments totaling $370,601 have been paid for Project 5904(140), and the final claim for payment in the amount of $375 is outstanding. Progress payments totaling $204,125 have been paid for Project 5904(154), and the final claim for payment in the amount of $375 is outstanding. Progress payments totaling $472,808 have been paid for Project 5904(155), and the final claim for payment in the amount of $375 is outstanding.

 

This project is funded by the Federal Highway Administration (FHWA) Bridge Preventive Maintenance Program (88.53%) and the Humboldt County Road Fund (11.47%). Expenditure appropriations relating to completion of Bridge Preventive Maintenance Project at Various Locations throughout Humboldt County are included in the approved fiscal year (FY) 2022-23 Road Fund Budget (1200321-2118).

 

Projects are paid in arrears with anticipated funding coming from FHWA as mentioned above. The FY 2020-21 Annual Road Report, completed by the State of California, reflected an estimated negative fund balance of $5.9 million in the county’s Road Fund. This negative balance is partially due to the timing of Federal Emergency Management Agency reimbursements to the county, which can take years for the county to receive repayment. The department utilizes other state and local funding, such as Regional Surface Transportation Program funds, for the Humboldt County Road Fund match for reimbursable projects. Despite those additional funding sources, Road Fund projects are underfunded and will very likely have a negative impact on the General Fund if additional revenue sources are not secured.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to accept Bridge Preventive Maintenance Project at Various Locations throughout Humboldt County. However, this alternative is not recommended because the project has been completed, and the requested Board actions are needed to accept the contracts.
