RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Pine Hill Road Over Swain Slough Bridge No. 04C-0260; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Jan. 10, 2023, at 2 p.m.

DISCUSSION:
The Pine Hill Road Over Swain Slough Bridge No. 04C-0260 project will replace an existing bridge that is located in the southern vicinity of Eureka, 0.20 miles off Elk River Road. The current existing bridge was built in 1955 with timber girders and concrete deck. The bridge became eligible for replacement on July 22, 2009, as indicated in the California Department of Transportation's bridge inspection report.

On April 3, 2012, the Board of Supervisors executed the design and project development contract with Quincy Engineering Inc., to develop plans and specifications for bridge replacement. The project has progressed through environmental approval, plans and specifications development, and right of way certification. The proposed bridge will be a single span bridge that utilizes precast concrete "I" beams to minimize impacts to Swain Slough. The approaches to the bridge will be raised and widened in anticipation of future sea-level rise and will accommodate pedestrian and bicycle use.

On June 21, 2022, Humboldt County Department of Public Works received approval from Federal Highways Administration's Highway Bridge Program to proceed with construction.

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Pine Hill Road Over Swain...
