RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the Humboldt County Director of Aviation, or a designee thereof, to execute all documents related to the AIP Grant, including without limitation, professional services agreements (PSAs) necessary to apply for, accept, and secure funding made available through the following AIP Grants: 3-06-0010-053-2022, and 3-06-0010-054-2022;
2. Authorize the Director of Aviation to execute Airport Improvement Program (AIP) grant offers and all necessary documents related to the AIP Grants; and
3. Authorize the Director of Aviation, or designee, to sign future amendments to these grant agreements after review by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
The AIP provides grants for the planning and development of public-use airports that are included in the National Plan of Integrated Airport Systems (NPIAS). Project priorities for FAA AIP grant applications are determined by the FAA, Aviation Department, and available funding. On April 1, 2022, the Department of Aviation submitted project applications for a grant of federal funds for projects associated with the California Redwood Coast-Humboldt County Airport to complete the following AIP projects: (1) Rehabilitate Runway 14/32 and Improve Electrical System - Phase 2, Construction; and (2) Runway Rehabilitate and Electric Improvements - Reimbursable Agreement.

The FAA accepted, approved, and has submitted grant offers with cumulative maximum obligation of $13,664,026 as follows:
