SOURCE OF FUNDING:
FAA-AIP
Aviation Capital Projects (3539)
DISCUSSION:
The AIP provides grants for the planning and development of public-use airports that are included in the National Plan of Integrated Airport Systems (NPIAS). Project priorities for FAA AIP grant applications are determined by the FAA, Aviation Department, and available funding. On April 1, 2022, the Department of Aviation submitted project applications for a grant of federal funds for projects associated with the California Redwood Coast-Humboldt County Airport to complete the following AIP projects: (1) Rehabilitate Runway 14/32 and Improve Electrical System - Phase 2, Construction; and (2) Runway Rehabilitate and Electric Improvements - Reimbursable Agreement.
The FAA accepted, approved, and has submitted grant offers with cumulative maximum obligation of $13,664,026 as follows:
Grant Number |
|
FAA Maximum Obligation |
County Cost (9.34%) |
3-06-0010-053-2022 |
Rehabilitate Runway 14/32 and Improve Electrical System - Phase 2, Construction |
$13,434,912.00 |
$1,254,820.78 |
3-06-0010-054-2022 |
Runway Rehabilitate and Electric Improvements - Reimbursable Agreement |
$ 229,114.00 |
$ 21,399.25 |
|
Total: |
$13,664,026 |
$1,276,220 |
FINANCIAL IMPACT:
The total maximum obligation grants awarded is $13,664,026. The County of Humboldt would be responsible for up to 9.34% of the overall project costs or $1,276,220. The Department of Aviation has included these AIP Grant amounts and county cost share in its fiscal year 2022-23 budget.
STRATEGIC FRAMEWORK:
This action supports your Board’s Strategic Framework by providing for and maintaining infrastructure ; and seeking outside funding sources to benefit Humboldt County needs.
OTHER AGENCY INVOLVEMENT:
United States-Department of Transportation-Federal Aviation Administration
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose to not to authorize the Director of Aviation to execute the Grant Offers for the above-referenced project. However, this alternative is not recommended because this could potentially cause the loss of funding scheduled and would cause continued deterioration of the primary runway pavement and associated electrical/lighting infrastructure at the California Redwood Coast-Humboldt County Airport (ACV).
