RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Briceland Thorne Road (C5A010) Post Mile 3.76 Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, June 14, 2022, at 2:00 p.m.

DISCUSSION:
Between Feb. 13, 2019 through Feb. 15, 2019 and Feb. 24, 2019 through March 1, 2019, the Federal Emergency Management Agency declared disasters for Humboldt County due to an atmospheric river which resulted in flooding and mudslides. Briceland Thorne Road (C5A010) Post Mile 3.76, located near the community of Whitethorne in the southwest portion of Humboldt County, experienced shoulder erosion due to a large culvert being overwhelmed with debris and high stormwater runoff flows. Emergency temporary repairs were done at the time of the disaster to maintain essential traffic flows.
On May 1, 2020, the Humboldt County Department of Public Works ("Public Works") received approval from the Federal Emergency Management Agency to proceed with the Briceland Thorne Road (C5A010) Post Mile 3.76 storm damage repair project. Public Works prepared the attached plans and specifications based on a topographic survey prepared by Point West Surveying Company. The work proposed in the attached plans and specifications consists of removing and replacing the existing culvert with a larger corrugated steel pipe, placing rock slope protection, restoring the road surface to pre-disaster conditions with aggregate base and installing sediment and erosion control item...
