RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the proposal submitted in response to Request for Proposals No. DHHS2021-07 regarding the provision of recovery residences as part of the Behavioral Health Integration Incentive Program;
2. Approve the selection of Feather House Sober Living as the organization to provide recovery residences as part of the Behavioral Health Integration Incentive Program;
3. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to enter into contract negotiations with Feather House Sober Living regarding the provision of recovery residences as part of the Behavioral Health Integration Incentive Program.

DISCUSSION:
The Behavioral Health Integration Incentive Program is designed to improve physical and behavioral health outcomes, care delivery efficiency and client experience by establishing or expanding fully integrated care using culturally and linguistically appropriate teams with expertise in primary care, substance use disorder conditions and mental health conditions who deliver coordinated comprehensive care.

On December 20, 2021, the Humboldt County Department of Health and Human Services - Behavioral Health ("DHHS - Behavioral Health") issued Request for Proposals ("RFP") No. DHHS2021-07, which solicited proposals from qualified organizations to provide Recovery Residences that are designed to address the housing needs of participants receiving medication-assisted substance use disorder treatment.
