RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the proposal submitted in response to Request for Proposals No. DHHS2021-07 regarding the provision of recovery residences as part of the Behavioral Health Integration Incentive Program;

2.                     Approve the selection of Feather House Sober Living as the organization to provide recovery residences as part of the Behavioral Health Integration Incentive Program;

3.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to enter into contract negotiations with Feather House Sober Living regarding the provision of recovery residences as part of the Behavioral Health Integration Incentive Program.

DISCUSSION:

The Behavioral Health Integration Incentive Program is designed to improve physical and behavioral health outcomes, care delivery efficiency and client experience by establishing or expanding fully integrated care using culturally and linguistically appropriate teams with expertise in primary care, substance use disorder conditions and mental health conditions who deliver coordinated comprehensive care.

 

On December 20, 2021, the Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) issued Request for Proposals (“RFP”) No. DHHS2021-07, which solicited proposals from qualified organizations to provide Recovery Residences that are designed to address the housing needs of participants receiving medication-assisted substance use disorder treatment.

 

DHHS - Behavioral Health received two proposals in response to RFP No. DHHS2021-07. After reviewing and evaluating the proposals in accordance with the applicable evaluation and selection criteria, the RFP evaluation committee decided to select Feather House Sober Living as the organization to provide recovery residence services as part of the Behavioral Health Integration Incentive Program. It is expected that the services provided by Feather House Sober Living will address the housing needs of male clients receiving medication-assisted substance use disorder treatment services.

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve the selection of Feather House Sober Living as the organization to provide recovery residences as part of the Behavioral Health Integration Incentive Program.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to enter into contract negotiations with Feather House Sober Living regarding the provision of recovery residences as part of the Behavioral Health Integration Incentive Program.

 

FINANCIAL IMPACT:

The total cost associated with entering into a professional services agreement with Feather House Sober Living regarding the provision of recovery residences as part of the Behavioral Health Integration Incentive Program will not exceed Thirty-Eight Thousand Four Hundred Dollars ($38,400.00) for the period of April 12, 2022 through December 31, 2022.

 

Expenditure appropriations related to the proposed professional services agreement with Feather House Sober Living have been included in the approved fiscal year 2021-2022 budget for DHHS - Substance Use Disorder budget unit 1180-425. Funding for the proposed professional services agreement with Feather House Sober Living is available through the Partnership HealthPlan of California Integration Incentive Program.  As a result, the recommended actions will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the selection of Feather House Sober Living as the organization to provide recovery residences as part of the Behavioral Health Integration Incentive Program.  However, this alternative is not recommended as it will not allow for the provision of needed services to underserved populations throughout Humboldt County.
