RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Central Avenue (4L800) Post Mile 0.00 - 0.30 Shoulder Widening Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, April 26, 2022 at 2:00 p.m.

DISCUSSION:
The Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project provides bicycle and pedestrian safety improvements between Bella Vista and Mill Creek at the southerly end of McKinleyville. The current shoulder widths on this portion of Central Avenue are narrow and dangerous for all users.
On February 9, 2022, the Humboldt County Department of Public Works (“Public Works”) received funding allocation approval from the California Department of Transportation to proceed with the Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project. Public Works subsequently prepared the attached plans and specifications. The work proposed in the attached plans and specifications consists of clearing and grubbing, excavating for the shoulder widening, installation of a storm drain system, construction of a gabion wall, hot mix asphalt paving, and thermoplastic striping.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project.
FINANCIAL IMPACT:
There is no financial commitment until the Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project is awarded. This project is being funded by California Department of Transportation’s State Transportation Improvement Program (100%). The engineer’s cost estimate for the project is Two Hundred Twenty-Two Thousand Dollars ($222,000.00). The Humboldt County Road Fund will not be responsible for any of the costs associated with the Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project unless the project costs exceed the total amount allocated by the California Department of Transportation.
Expenditure appropriations related to completion of the Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project have been included in the approved fiscal year 2021-2022 budget for Road-Engineering budget unit 1200-321. As a result, the Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project. However, this alternative is not recommended because the project will provide safety improvements to Central Avenue using funds that would not otherwise be available to the County of Humboldt.
