RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and ratify the Department of Health and Human Services - Public Health Director's execution of, the attached professional services agreement with Public Health Institute regarding the provision of staffing services that are designed to address and reduce the spread of COVID-19 within Humboldt County for the period of October 12, 2021 through April 12, 2022;
2. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations and documents directly related, to the attached professional services agreement with Public Health Institute, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Approve the attached supplemental budget in the amount of $367,825 for Department of Health and Human Services - Public Health Emergency Preparedness budget unit 1175-455 (4/5 vote required).

DISCUSSION:
On March 11, 2020, the Humboldt County Health Officer declared a Local Health Emergency in response to the COVID-19 pandemic. Thereafter, on March 26, 2020 (Item D-1), the Humboldt County Board of Supervisors adopted Resolution No. 20-25, which authorized department heads, or designees thereof, to execute agreements related to a declared emergency with the requirement that such agreements be subsequently ratified by the Board.
