RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and ratify the Department of Health and Human Services - Public Health Director’s execution of, the attached professional services agreement with Public Health Institute regarding the provision of staffing services that are designed to address and reduce the spread of COVID-19 within Humboldt County for the period of October 12, 2021 through April 12, 2022;
2. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations and documents directly related, to the attached professional services agreement with Public Health Institute, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Approve the attached supplemental budget in the amount of $367,825 for Department of Health and Human Services - Public Health Emergency Preparedness budget unit 1175-455 (4/5 vote required).

DISCUSSION:
On March 11, 2020, the Humboldt County Health Officer declared a Local Health Emergency in response to the COVID-19 pandemic. Thereafter, on March 26, 2020 (Item D-1), the Humboldt County Board of Supervisors adopted Resolution No. 20-25, which authorized department heads, or designees thereof, to execute agreements related to a declared emergency with the requirement that such agreements be subsequently ratified by the Board. Pursuant to Resolution No. 20-25, the Humboldt County Department of Health and Human Services - Public Health (DHHS - Public Health) Director executed the attached professional services agreement with Public Health Institute regarding the provision of staffing services that are designed to assist DHHS - Public Health’s COVID-19 case investigation and contact tracing program with effectively identifying, isolating, quarantining and coordinating care for COVID-19 cases and their close contacts for the period of October 12, 2021 through April 12, 2022.
Accordingly, DHHS - Public Health recommends that the Board approve, and ratify the DHHS - Public Health Director’s execution of the attached professional services agreement with Public Health Institute regarding the provision of staffing services that are designed to address and reduce the spread of COVID-19 within Humboldt County for the period of October 12, 2021 through April 12, 2022. It is also recommended that the Board authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations and documents directly related, to the attached professional services agreement with Public Health Institute, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed staffing services.
FINANCIAL IMPACT:
The attached professional services agreement with Public Health Institute has a maximum amount payable of $634,013 for the period of October 12, 2021 through April 12, 2022. Funding for the attached professional services agreement with Public Health Institute is available through Epidemiology and Laboratory Capacity Enhancing Detection Expansion and COVID-19 Public Health Workforce Development funds that have been allocated to DHHS - Public Health. The attached supplemental budget will allow for additional revenue and expenditure appropriations related to the attached professional services agreement with Public Health Institute in the amount of $367,825 to be included in the fiscal year budget for DHHS - Public Health Emergency Preparedness budget unit 1175-455. Approval of the attached professional services agreement with Public Health Institute, and the supplemental budget related thereto, will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with Public Health Institute regarding the provision of staffing services that are designed to address and reduce the spread of COVID-19 within Humboldt County. However, this alternative is not recommended as it would limit DHHS - Public Health’s ability to effectively identify, isolate, quarantine and coordinate care for COVID-19 cases and their close contacts.
