RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached participation agreement with the California Mental Health Services Authority;

2.                     Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with the California Mental Health Services Authority regarding implementation of a centralized electronic health record management system for the period of July 1, 2021 through June 30, 2022; and

3.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached participation agreement with California Mental Health Services Authority, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:

The California Mental Health Services Authority is currently in the process of developing a centralized enterprise solution for electronic health records (EHR Program) which will be implemented across multiple participating counties throughout California.  The EHR Program will be designed to address the unique operational needs of county-based behavioral health systems and will act as a catalyst for better use of data to drive performance outcomes.

 

The EHR Program will provide centralized application management services, application support services, end user training, revenue cycle management services, project management and other professional services.  Implementation of the EHR Program will provide for more efficient use of resources, better clinical outcomes, improved adherence to state service and reporting requirements and better overall justification of state spending on specialty mental health and substance use disorder treatment services. 

 

The attached participation agreement with the California Mental Health Services Authority will allow the Humboldt County Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health) to take an active role in the EHR Program, including, without limitation, participating in stakeholder and advisory groups, testing and implementation, for the period of July 1, 2021 through June 30, 2022.  It should be noted that the attached participation agreement with the California Mental Health Services Authority comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with the California Mental Health Services Authority regarding implementation of a centralized electronic health record management system for the period of July 1, 2021 through June 30, 2022.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or designee thereof, to approve any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached participation agreement with the California Mental Health Services Authority, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to ensure DHHS - Behavioral Health’s continued participation in the EHR Program.

 

FINANCIAL IMPACT:

The attached participation agreement with the California Mental Health Services Authority has a maximum amount payable of $50,000 for the period of July 1, 2021 through June 30, 2022.  Expenditure appropriations have been included in the approved fiscal year 2021-2022 budget for DHHS - Behavioral Health budget unit 1180-425.  Funding for the attached participation agreement with the California Mental Health Services Authority is available through Behavioral Health Response and Rescue Project and Substance Abuse Prevention and Treatment Block Grant revenue received by DHHS - Behavioral Health.  As a result, approval of the attached participation agreement with the California Mental Health Services Authority will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached participation agreement with the California Mental Health Services Authority regarding implementation of a centralized electronic health record management system.  However, this alternative is not recommended since it would limit DHHS - Behavioral Health’s ability to transition to a more functional electronic health record system that will provide for more efficient use of resources, better clinical outcomes and improved adherence to state service and reporting requirements.
