RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with California Mental Health Services Authority regarding Humboldt County Department of Health and Human Services - Behavioral Health's participation in the Semi-Statewide Enterprise Health Record Program for the period of execution through March 18, 2029; and
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent extensions, modifications and amendments to the attached participation agreement with California Mental Health Services Authority after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
On January 11, 2022, Humboldt County Department of Health and Human Services - Behavioral Health ("DHHS - Behavioral Health") entered into a participation agreement with California Mental Health Services Authority ("CalMHSA") to develop a Request for Proposal ("RFP") to select a vendor to deliver a California-centric Enterprise Health Record Program (the "EHR Program"). CalMHSA has entered into a Master Services Agreement with Streamline Healthcare Solutions, LLC, to develop and implement "SmartCare Base" which is a fully integrated, web based EHR system designed for program, billing, and revenue management.
