RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute and deliver Grant Agreement Number CY-HUMB-01, and any amendments thereto, along with any and all other agreements, certifications and documents necessary to accept and secure funding made available through the California Health Facilities Financing Authority's Investment in Mental Health Wellness Grant Program for Children and Youth; and
2. Direct the Clerk of the Board to return two fully executed certified copies of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Health Facilities Financing Authority.

DISCUSSION:
On April 29, 2021, the California Health Facilities Financing Authority awarded the County of Humboldt, by and through its Department of Health and Human Services - Behavioral Health ("DHHS - Behavioral Health"), funding made available through the Investment in Mental Health Wellness Grant Program for Children and Youth in the amount of $5,104,321 for the purpose of implementing a Children's Crisis Treatment and Stabilization Program in Humboldt County. Such funding will allow DHHS - Behavioral Health, in partnership with Lost Coast Children's Residential Treatment Center, Inc. as designated grantee, to operate a Residential Crisis Treatment and Stabilization facility, as well as an integrated child and adolescent Mobile Response Team, that is designed to address the needs of children and youth, between seven and twenty-one years of age, who are ex...
