RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution which authorizes the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute and deliver Grant Agreement Number CY-HUMB-01, and any amendments thereto, along with any and all other agreements, certifications and documents necessary to accept and secure funding made available through the California Health Facilities Financing Authority’s Investment in Mental Health Wellness Grant Program for Children and Youth; and

2.                     Direct the Clerk of the Board to return two fully executed certified copies of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Health Facilities Financing Authority.

DISCUSSION:

On April 29, 2021, the California Health Facilities Financing Authority awarded the County of Humboldt, by and through its Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”), funding made available through the Investment in Mental Health Wellness Grant Program for Children and Youth in the amount of $5,104,321 for the purpose of implementing a Children’s Crisis Treatment and Stabilization Program in Humboldt County.  Such funding will allow DHHS - Behavioral Health, in partnership with Lost Coast Children’s Residential Treatment Center, Inc. as designated grantee, to operate a Residential Crisis Treatment and Stabilization facility, as well as an integrated child and adolescent Mobile Response Team, that is designed to address the needs of children and youth, between seven and twenty-one years of age, who are experiencing moderate to severe behavioral health crises.

 

DHHS - Behavioral Health has been assigned to act as the lead grantee and will have the primary responsibility for the fiscal management of grant funding, records retention, reporting and all other aspects of compliance with any and all applicable requirements of the Investment in Mental Health Wellness Grant Program for Children and Youth.  Lost Coast Children’s Residential Treatment Center, Inc. has been assigned the role of designated Grantee and will receive grant funds directly from the California Health Facilities Authority for real property acquisition and construction or renovation of a Residential Crisis Treatment and Stabilization facility on such real property. As a requirement of the grant, Lost Coast Children’s Residential Treatment Center, Inc. will be the service provider at the newly constructed or renovated facility.

 

As a condition of the grant, DHHS - Behavioral Health and Lost Coast Children’s Residential Treatment Center, Inc. will enter into a no-cost lease agreement for the useful life of the project.  The lease agreement will stipulate that in the event Lost Coast Children’s Residential Treatment Center, Inc. is unable to continue operations, ownership and responsibility to operate the facility and provide services will transfer to the County of Humboldt.  In the event the County of Humboldt is unable to own and operate the facility, ownership of the facility will transfer to the State of California.  Any and all furnishings and equipment, including, without limitation, the mobile response vehicle, purchased with funds made available through the Investment in Mental Health Wellness Grant Program for Children and Youth will be owned by the County of Humboldt.

 

Accordingly, DHHS - Behavioral Health recommends that the Board adopt the attached resolution which authorizes the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute and deliver Grant Agreement Number CY-HUMB-01, and any amendments, along with any and all other agreements, certifications and documents necessary to accept and secure funding made available through the California Health Facilities Financing Authority’s Investment in Mental Health Wellness Grant Program for Children and Youth.

 

FINANCIAL IMPACT:

As noted above, the California Health Facilities Financing Authority has conditionally awarded DHHS - Behavioral Health a total of $5,104,321 in funding made available through the Investment in Mental Health Wellness Grant Program for Children and Youth.  Upon adoption of the attached resolution, and submission of Request of Disbursement for capital costs, an initial disbursement of Grant funds will be provided directly from California Health Facilities Financing Authority to  Lost Coast Children’s Residential Treatment Center, Inc. as the designated grantee.  Subsequent disbursements for the purchase of furniture and equipment are anticipated to occur in future fiscal years.  Acceptance of the funding, made available through the California Health Facilities Financing Authority’s Investment in Mental Health Wellness Grant Program for Children and Youth, will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to adopt the attached resolution which authorizes the DHHS - Behavioral Health Director, or a designee thereof, to accept funding made available through the California Health Facilities Financing Authority’s Investment in Mental Health Wellness Grant Program for Children and Youth.  However, this alternative is not recommended since it will not allow DHHS - Behavioral Health to obtain funding that would be used to support the provision of necessary treatment and stabilization services to children and youth experiencing moderate to severe behavioral health crises.
