RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the City of Eureka Citywide Cleanup and Beautification Agreement (Attachment 1) with the Sheriff's Work Alternative Program (SWAP) for the period of 1 year; and
2. Authorize Sheriff William Honsal to execute the agreement and any amendments or extensions for the term of the agreement; and
3. Authorize Sheriff William Honsal to approve and execute any agreements, amendments, extension, or memorandum of understanding for SWAP to provide services to the community after review and approval of County Counsel, Risk Management and the County Administrative Office. This authorization shall remain in effect during the term of office and any subsequent terms of office for Sheriff William Honsal.

DISCUSSION:
For several years the SWAP program has provided inmate labor to the City of Eureka for citywide cleanup and beautification. This benefits inmates by giving them an alternative to incarceration and allowing them to benefit the community. It also benefits the City of Eureka by allowing for beautification of the city at a significantly lower cost than a landscaping company would charge.

The attached agreement will allow SWAP to provide 1,664 SWAP participant work crew hours per contract year to work on various citywide cleanup and beautification projects. Supervision of the work crew will be done by the Sheriff's Office personnel with the City of Eureka providing tools and a staff member to act in the capacity of project manager. The county will provide transportation for the crew and on-site restroom facilities.
