RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the City of Eureka Citywide Cleanup and Beautification Agreement (Attachment 1) with the Sheriff’s Work Alternative Program (SWAP) for the period of 1 year; and

2.                     Authorize Sheriff William Honsal to execute the agreement and any amendments or extensions for the term of the agreement; and

3.                     Authorize Sheriff William Honsal to approve and execute any agreements, amendments, extension, or memorandum of understanding for SWAP to provide services to the community after review and approval of County Counsel, Risk Management and the County Administrative Office. This authorization shall remain in effect during the term of office and any subsequent terms of office for Sheriff William Honsal.

DISCUSSION:

For several years the SWAP program has provided inmate labor to the City of Eureka for citywide cleanup and beautification. This benefits inmates by giving them an alternative to incarceration and allowing them to benefit the community. It also benefits the City of Eureka by allowing for beautification of the city at a significantly lower cost than a landscaping company would charge.

 

The attached agreement will allow SWAP to provide 1,664 SWAP participant work crew hours per contract year to work on various citywide cleanup and beautification projects. Supervision of the work crew will be done by the Sheriff’s Office personnel with the City of Eureka providing tools and a staff member to act in the capacity of project manager. The county will provide transportation for the crew and on-site restroom facilities.

 

Accordingly, the Sheriff’s Office recommends that the Board of Supervisors approve, and authorize the Sheriff to execute, the attached citywide cleanup and beautification agreement with the City of Eureka regarding the provision of services provided under the Sheriff’s SWAP program toward clean-up and beautification projects for the period of Sept. 13, 2021 through Sept. 12, 2022.  Staff also recommends that the Board authorize the Sheriff to execute any and all subsequent amendments to the agreement with the City of Eureka, after review and approval by County Counsel, Risk Management during Sheriff Honsal’s term, in order to avoid any unnecessary delays in the provision of needed services provided under the SWAP program.

 

FINANCIAL IMPACT:

The attached Citywide Cleanup and Beautification Agreement with the City of Eureka has a total payable of $19,652 for the period of Sept. 13, 2021 through Sept. 12, 2022. In addition, the city will purchase tools in an amount not to exceed $4,000 for all projects for the term of the contract. After the contract is complete the tools will become property of the county. annually for the service with another $4,000 per contract term for equipment costs.

 

Expenditure appropriations related to the attached agreement has been included in the approved Fiscal Year 2021-2022 budget for the Sheriff’s Office budget unit 1100-221. Funding for the attached agreement with the City of Eureka will be received from the city for the provision of services provided under the SWAP program. As a result, approval of the agreement with the City of Eureka will not impact the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose to not approve the contract or allow the Sheriff to sign such agreements but this is not recommended as it will have a negative impact on the ability to provide incarceration alternatives to the inmate population as well as reduce the beautification of the city of Eureka.
