RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project;
2. Award the project agreement to GR Wilcox Enterprises, Inc., for the total amount of One Million One Hundred Seventy-Six Thousand Six Hundred Ninety-Three Dollars and Fifty-Seven Cents ($1,176,693.57);
3. Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and
4. Authorize the Public Works Director to execute contract change orders up to the amount of Ninety-Five Thousand Four Hundred Ninety-Two Dollars and Sixty-Eight Cents ($95,492.68).

DISCUSSION:
On June 8, 2021, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project for bids. On July 13, 2021, the County of Humboldt received four (4) bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors: receive and file the bid proposals submitted for the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project; award the attached project agreement to GR Wilcox Enterprises, Inc., for the total amount of One Million One Hundred Seventy-Six Thousand Six Hundred Ninety-Three Dollars and Fifty-Seven Cents ($1,176,693.57); authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and authorize the Public Works Director to execute contract change orders up to the amount of Ninety-Five Thousand Four Hundred Ninety-Two Dollars and Sixty-Eight Cents ($95,492.68).
FINANCIAL IMPACT:
The Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.2, and 0.60 Storm Damage Repair Project is being funded by Federal Emergency Management Agency Disaster Funds (75%), California Governor’s Office of Emergency Services (18.75%) and the Humboldt County Road Fund (6.25%). The contract bid amount is One Million One Hundred Seventy-Six Thousand Six Hundred Ninety-Three Dollars and Fifty-Seven Cents ($1,176,693.57). The total project cost is estimated at One Million Four Hundred Seventy-One Thousand Dollars ($1,471,000). The Humboldt County Road Fund will be responsible for Ninety-One Thousand Nine Hundred Thirty-Seven Dollars and Fifty Cents ($91,937.50) of the total costs associated with the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project.
Expenditure appropriations relating to completion of the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project are included in the approved fiscal year 2021-22 budget for Road Fund budget unit 1200-321-2118. As a result, completion of the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the project agreement for the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project. However, this alternative is not recommended because the project will reopen and restore roadways to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
