RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, June 15, 2021 at 2:00 p.m.

DISCUSSION:
On Feb. 14, 2017, the Federal Emergency Management Agency declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Mile 0.25, located in the community of Shelter Cove in the southern coastal area of Humboldt County, experienced roadway failures due to the heavy rainfall overwhelming existing drainage facilities. Additionally, heavy rains from another federally declared disaster on February 24, 2019, caused road damage at Puma Drive (4A125) Post Miles 0.10, 0.25 and 0.60. Puma Drive is currently closed at Post Mile 0.10. An emergency temporary bridge was placed at Telegraph Creek Road Post Mile 1.90 to maintain essential traffic flows.
Between May 30, 2018 and June 15, 2020, the Humboldt County Department of Public Works (“Public Works”) received approval from the Federal Emergency Management Agency to proceed with the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project. Public Works prepared the attached plans and specifications based on surveys by Points West Surveying Company. The work proposed in the attached plans and specifications consists of constructing an arch culvert, placing rock slope protection, installing a welded wire wall, repairing a four (4) inch water main, removing slide debris, replacing culverts, restoring the road surface to pre-disaster conditions with hot mix asphalt and aggregate base and installing sediment and erosion control items.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project.
FINANCIAL IMPACT:
There is no financial commitment until the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project is awarded. This project is being funded by Federal Emergency Management Agency Disaster Funds (75%), California Governor’s Office of Emergency Services funding (18.75%) and the Humboldt County Road Fund (6.25%). The engineer’s cost estimate for the project is One Million One Hundred Twenty-Six Thousand Dollars ($1,126,000). The Humboldt County Road Fund will be responsible for Seventy Thousand Three Hundred Seventy-Five Dollars ($70,375) of the costs associated with the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project.
Expenditure appropriations related to completion of the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project have been included in the proposed fiscal year 2021-2022 budget for Road Fund budget unit 1200-321. As a result, the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Telegraph Creek Road (4A150) Post Mile 1.90 and Puma Drive (4A125) Post Miles 0.10, 0.21, 0.25 and 0.60 Storm Damage Repair Project. However, this alternative is not recommended because the project will reopen and restore roadways to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
