RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, July 13, 2021 at 2:00 p.m.

DISCUSSION:
On Feb. 14, 2017, the Federal Emergency Management Agency declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Patricks Point Drive (3N010) Post Mile 1.90, located near the city of Trinidad in the northwestern portion of Humboldt County, experienced a culvert failure caused by high stormwater runoff flows in McNeil Creek. Emergency temporary repairs were done at the time of the disaster to maintain drainage system.

On Sept. 16, 2019, the Humboldt County Department of Public Works ("Public Works") received approval from the Federal Emergency Management Agency to proceed with the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project. Public Works prepared the attached plans and specifications based on a topographic survey prepared by Point West Surveying Company and a geotechnical study prepared by Crawford and Associates. The work proposed in the attached plans and specifications consists of temporary public waterline relocation, temporary stream diversion, utilization of trenchless methods to install a 60 inch steel culvert and removal of existing culvert, placing rock slope protection, and installing sediment and erosion control items.
