RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project; and

2.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, July 13, 2021 at 2:00 p.m.

DISCUSSION:

On Feb. 14, 2017, the Federal Emergency Management Agency declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides.  Patricks Point Drive (3N010) Post Mile 1.90, located near the city of Trinidad in the northwestern portion of Humboldt County, experienced a culvert failure caused by high stormwater runoff flows in McNeil Creek.  Emergency temporary repairs were done at the time of the disaster to maintain drainage system.

 

On Sept. 16, 2019, the Humboldt County Department of Public Works (“Public Works”) received approval from the Federal Emergency Management Agency to proceed with the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project.  Public Works prepared the attached plans and specifications based on a topographic survey prepared by Point West Surveying Company and a geotechnical study prepared by Crawford and Associates.  The work proposed in the attached plans and specifications consists of temporary public waterline relocation, temporary stream diversion, utilization of trenchless methods to install a 60 inch steel culvert and removal of existing culvert, placing rock slope protection, and installing sediment and erosion control items.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project.

 

FINANCIAL IMPACT:

There is no financial commitment until the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project is awarded.  This project is being funded by Federal Emergency Management Agency Disaster Funds (75%), California Governor’s Office of Emergency Services funding (18.75%) and the Humboldt County Road Fund (6.25%).  The engineer’s cost estimate for the project is Five Hundred Sixty Thousand Two Hundred Dollars ($560,200).  The Humboldt County Road Fund will be responsible for Thirty-Five Thousand Twelve Dollars and Fifty Cents ($35,012.50) of the costs associated with the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project. 

 

Expenditure appropriations related to completion of the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project have been included in the proposed fiscal year 2021-22 Road Fund budget unit, 1200-321.  As a result, the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the attached plans and specifications for the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project.  However, this alternative is not recommended because the project will restore the roadway failures to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
