RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Ratify the execution of various State of California Standard Agreements by the Department of Health and Human Services Director and designees thereof in response to COVID-19;
2. Authorize the Director of Public Health or a designee thereof to sign all future amendments and documents directly related to these agreements upon review and approval of County Counsel and Risk Management;
3. Approve the attached supplemental budget to supplement Fund 1175, Budget Unit 455006 - Homeless Coordinating & Financing for Fiscal Year 2020-21 (4/5 vote required); and
4. Direct the Clerk of the Board to return a certified copy of the Board order to the Department of Health and Human Services - Contract Unit.

DISCUSSION:
On March 11, 2020, the Humboldt County Health Officer declared a Local Health Emergency in response to the COVID-19 pandemic. Thereafter, on March 26, 2020 (Item D-1), the Board of Supervisors resolved to authorize department heads, or designees thereof, to execute agreements related to a declared emergency with the requirement that such agreements must be ratified by the Board of Supervisors at the next available Board meeting. In response to this resolution, the Department of Health and Human Services (DHHS) has developed and executed several agreements with the State of California. DHHS continues to work with the state to further strengthen the county's response to the COVID-19 and additional agreements are currently in development.
