RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Ratify the execution of various State of California Standard Agreements by the Department of Health and Human Services Director and designees thereof in response to COVID-19;

2.                     Authorize the Director of Public Health or a designee thereof to sign all future amendments and documents directly related to these agreements upon review and approval of County Counsel and Risk Management;

3.                     Approve the attached supplemental budget to supplement Fund 1175, Budget Unit 455006 - Homeless Coordinating & Financing for Fiscal Year 2020-21 (4/5 vote required); and

4.                     Direct the Clerk of the Board to return a certified copy of the Board order to the Department of Health and Human Services - Contract Unit.

DISCUSSION:

On March 11, 2020, the Humboldt County Health Officer declared a Local Health Emergency in response to the COVID-19 pandemic. Thereafter, on March 26, 2020 (Item D-1), the Board of Supervisors resolved to authorize department heads, or designees thereof, to execute agreements related to a declared emergency with the requirement that such agreements must be ratified by the Board of Supervisors at the next available Board meeting. In response to this resolution, the Department of Health and Human Services (DHHS) has developed and executed several agreements with the State of California. DHHS continues to work with the state to further strengthen the county’s response to the COVID-19 and additional agreements are currently in development.

 

Accordingly, DHHS recommends that the Board ratify the execution of the following agreements by the DHHS Director and designees thereof:

 

1.                     State Standard Agreement with the Business, Consumer Services, and Housing Agency for the County of Humboldt

a.                     Purpose: financial support to protect the health and safety of homeless populations and reduce the spread of the COVID-19 outbreak

b.                     Term: May 13, 2020 through June 30, 2020

c.                     Total allocation: $305,162.44

 

2.                     State Standard Agreement with the Business, Consumer Services, and Housing Agency for the Continuum of Care

a.                     Purpose: financial support to protect the health and safety of homeless populations and reduce the spread of the COVID-19 outbreak

b.                     Term: Upon execution through June 30, 2020

c.                     Total allocation: $331,688.67

 

3.                     Grant Agreement with County Medical Services Program Governing Board for the COVID-19 Emergency Response Grant (CERG) Program

a.                     Purpose: funding to expand the delivery of services supporting preparedness, containment, recovery and response activities in response to COVID-19

b.                     Term: July 15, 2020 through January 14, 2022

c.                     Total grant award: $367,836

 

4.                     Data Use and Disclosure Agreement with the California Department of Public Health

a.                     Purpose: access to CalCONNECT data for COVID-19 surveillance and control in Humboldt County

b.                     Term: Upon execution and continuing for 3 years

c.                     Cost: $0.00

 

FINANCIAL IMPACT:

State Standard Agreements with the Business, Consumer Services, and Housing Agency for the County of Humboldt and for the Continuum of Care in the total amount of $636,851.11 were received and expended in FY 2019-20. Grant Agreement with County Medical Services Program Governing Board for the COVID-19 Emergency Response Grant Program in the amount of $367,836 was not anticipated in FY 2020-21 and will require the attached supplemental budget. It is anticipated that these funds will be fully expended in FY 2020-21.
