RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receives and accepts the recommended pre-qualification list for Airport Planning, Architecture/Engineering, Environmental, and Consulting services to meet planning, design, engineering, environmental, and construction needs for the County’s Aviation Department.

DISCUSSION:

On March 29, 2021, the Department of Aviation recently solicited Request For Qualifications (RFQs) in order to comply with Federal Aviation Administration (FAA) Guidance, for Airport Planning, Architecture/Engineering, Environmental and Consulting Services to meet the complex planning, design, engineering, environmental, and construction needs for the County’s Federal Aviation Administration (FAA) Airport Improvement Program (AIP) including airport capital improvement projects.

 

The RFQ solicitation yielded seven (7) formal responses from a variety of professional airport consultants.  Following the April 16, 2021 submission deadline, all consultant submissions were evaluated for meeting minimum professional credentials and experience and all were adjudged qualified.  The recommended list of pre-qualified consultants is the result of the evaluations.  The Board’s acceptance of the recommended list of pre-qualified consultants will be the basis for selecting qualified airport consulting services on specific projects over the next five (5) years.  The ability to contract with pre-qualified consultants in this manner allows the Department of Aviation to keep airport projects moving forward on track and in an organized manner.  Acceptance of the pre-qualified consultant list does not circumvent the Board approval process for contracts.  Professional service contracts resulting from pre-qualified consultant selection will fully comply with both the Federal Aviation Administration policies for consultant selection, and the County policies and procedures.  The Board of Supervisors is under no obligation to accept the recommended list.

FINANCIAL IMPACT:

The requested action has no financial impact.  It is anticipated that after the list is established, the cost of individual contracts will be paid from the Aviation Capital Projects budget.  Expenditures for consultant services will be reimbursed through FAA Airport Improvement Program (AIP), Passenger Facility Charges (PFC), and Cares Act Funding.  Depending on the source of funding for specific projects, the County of Humboldt responsibility may be up to 10% of the total project cost.
