RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize Chair of the Board to execute, the attached Professional Services Agreement with Kimley Horn and Associates, Inc. regarding Per- and Polyfluoroalkyl Substances (PFAS) Materials Testing Equipment; and
2. Authorize the Director of Aviation to execute any amendments after review by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached Professional Services Agreement with Kimley Horn and Associates, Inc. to the Department of Aviation.

DISCUSSION:
The Federal Aviation Administration (FAA) requires that 14 C.F.R. Part 139 (Part 139) commercial service airports operate and maintain their Aircraft Rescue and Fire Fighting (ARFF) vehicles with fire suppression operating systems, including the foam proportioning system and discharge functions. Foam proportioning systems are required to be periodically sprayed for testing purposes to meet FAA requirements.
On June 23, 2021, the Department of Aviation applied for, and accepted FAA Grant Number 3-06-0010-050-2021 to cover 100% of the cost to acquire new Aqueous Film Forming Foam (AFFF) testing equipment in accordance with FAA regulations, including bid and contract management services.
