RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals submitted for the Mattole Road (F3C010) Post Miles 5.00 and 13.67 Storm Damage Repair Project;

2.                     Award the attached project agreement to Mercer-Fraser Company for the total amount of One Million Five Hundred Ninety-Seven Thousand Six Hundred Sixty-Eight Dollars and Forty Cents ($1,597,668.40); and

3.                     Authorize the Chair of the Board to execute the attached project agreement with Mercer-Fraser Company upon submittal of the appropriate bonds and insurance.

DISCUSSION:

On November 10, 2020, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Mattole Road (F3C010) Post Miles 5.00 and 13.67 Storm Damage Repair Project for bids.  On December 15, 2020, the County of Humboldt received five (5) bids for the project, which are attached hereto as Attachment 1.

 

The Department of Public Works recommends that the Board of Supervisors receive and file the bid proposals submitted for the Mattole Road (F3C010) Post Miles 5.00 and 13.67 Storm Damage Repair Project.  It is also recommended that the attached project agreement be awarded to Mercer-Fraser Company, for the total amount of One Million Five Hundred Ninety-Seven Thousand Six Hundred Sixty-Eight Dollars and Forty Cents ($1,597,668.40) and that the Chair of the Board be authorized to execute the attached project agreement with Mercer-Fraser Company, upon submittal of the appropriate bonds and insurance.

 

FINANCIAL IMPACT:

The Mattole Road (F3C010) Post Miles 5.00 and 13.67 Storm Damage Repair Project is being funded by Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%).  The engineer’s cost estimate for the project is One Million Five Hundred Thirty-Seven Thousand Eight Hundred Thirty-Nine Dollars and Fifty Cents ($1,537,839.50).  The total project cost is estimated at One Million Nine Hundred Ninety-Seven Thousand Dollars ($1,997,000).  The Humboldt County Road Fund will be responsible for Two Hundred Twenty-Nine Thousand Fifty-Five Dollars and Ninety Cents ($229,055.90) of the total costs associated with the Mattole Road (F3C010) Post Miles 5.00 and 13.67 Storm Damage Repair Project.

 

Expenditure appropriations relating to completion of the Mattole Road (F3C010) Post Miles 5.00 and 13.67 Storm Damage Repair Project are included in the approved fiscal year 2020-2021 budget for Road Fund budget unit 321-2118.  As a result, completion of the Mattole Road (F3C010) Post Miles 5.00 and 13.67 Storm Damage Repair Project will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to award the Mattole Road (F3C010) Post Miles 5.00 and 13.67 Storm Damage Repair Project to Mercer-Fraser Company.  However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
