RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreements with Corinne Basch, Mariane Gilbert and John Haskett regarding the provision of non-emergency medical care services at the county’s psychiatric health facility for the period of July 1, 2020 through June 30, 2021;
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreements with Corinne Basch, Mariane Gilbert and John Haskett, after review and approval by County Counsel, Risk Management and the County Administrative Office;
3. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute professional services agreements substantially similar to the attached professional services agreements with Corinne Basch, Mariane Gilbert and John Haskett, and any amendments thereto, after review and approval by County Counsel Risk Management and the County Administrative Office; and
4. Direct the Clerk of the Board to return one fully executed original copy of each of the attached professional services agreements with Corinne Basch, Mariane Gilbert and John Haskett to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
Pursuant to Section 77061(d) of Title 22 of the California Code of Regulations, the county’s psychiatric health facility, Sempervirens, is required to have a physician on-call at all times for the provision of non-emergency physical health care. The attached professional services agreements with Corinne Basch, Mariane Gilbert and John Haskett will allow for the provision of non-emergency medical care services at the county’s psychiatric health facility for the period of July 1, 2020 through June 30, 2021. It should be noted that the attached professional services agreements with Corinne Basch, Mariane Gilbert and John Haskett come to the Board after the start dates thereof due to inadvertent delays that occurred during the contract development process.
Accordingly, the Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health) recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreements regarding the provision of non-emergency medical care services at the county’s psychiatric health facility. Staff also recommends that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments, and additional professional services agreements that are substantially similar, to the attached professional services agreements with Corinne Basch, Mariane Gilbert and John Haskett, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delay in the provision of needed non-emergency medical care services.
FINANCIAL IMPACT:
The attached professional services agreements with Corinne Basch, Mariane Gilbert and John Haskett have a total maximum amount payable of $61,745 for the period of July 1, 2020 through June 30, 2021. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreements with Corinne Basch, Mariane Gilbert and John Haskett in their entirety.
Expenditure appropriations related to the attached professional services agreements with Corinne Basch, Mariane Gilbert and John Haskett have been included in the proposed fiscal year 2020-2021 budget for DHHS - Behavioral Health Sempervirens-Crisis Stabilization Unit budget unit 1170-495. Funding for the attached professional services agreements with Corinne Basch, Mariane Gilbert and John Haskett is available through Medicare and Medi-Cal federal financial participation and state realignment and Mental Health Services Act revenues received by DHHS - Behavioral Health. As a result, approval of the attached professional services agreements with Corinne Basch, Mariane Gilbert and John Haskett will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreements with Corinne Basch, Mariane Gilbert and John Haskett regarding the provision of non-emergency medical care services at the county’s psychiatric health facility. However, this alternative is not recommended since it will cause DHHS - Behavioral Health to be out of compliance with Section 77061(d) of Title 22 of the California Code of Regulations.
