RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with LMT & Associates Consulting, Inc. regarding the provision of consultation services pertaining to the delivery of legally compliant behavioral health and child welfare services for the period of July 1, 2020 through June 30, 2021;
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with LMT & Associates Consulting, Inc. after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with LMT & Associates Consulting, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
Over the course of the last few years, additional local, state and federal laws, regulations and standards have been implemented that affect behavioral health and child welfare services provided by the Humboldt County Department of Health & Human Services (DHHS). Examples of these new laws, regulations and standards include, without limitation, the California Continuum of Care Reform Act and the United States Family First Prevention Services Act.
Since 2014, LMT & Associates Consulting, Inc. has worked with DHHS to ensure that the behavioral health and child welfare services provided thereby comply with any and all local, state and federal laws, regulations and standards. The attached professional services agreement will allow LMT & Associates, Inc. to continue providing needed consultation services pertaining to the delivery of legally compliant behavioral health and child welfare services for the period of July 1, 2020 through June 30, 2021.
Accordingly, DHHS recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with LMT & Associates Consulting, Inc. regarding the provision of consultation services pertaining to the delivery of legally compliant behavioral health and child welfare services for the period of July 1, 2020 through June 30, 2021. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with LMT & Associates Consulting, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed consultation services.
FINANCIAL IMPACT:
The attached professional services agreement with LMT & Associates Consulting, Inc. has a maximum amount payable of $98,000 for the period of July 1, 2020 through June 30, 2021. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with LMT & Associates Consulting, Inc. in its entirety.
Expenditure appropriations related to the attached professional services agreement with LMT & Associates Consulting, Inc. have been included in the proposed fiscal year 2020-2021 budget for DHHS - Social Services budget unit 1160-508. Funding for the attached professional services agreement with LMT & Associates, Inc. is available through state realignment revenues received by DHHS. As a result, approval of the attached professional services agreement with LMT & Associates Consulting, Inc., will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, improving the safety and health safety and health of our communities and providing appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with LMT & Associates Consulting, Inc. regarding the provision of consultation services pertaining to the delivery of legally compliant behavioral health and child welfare services. However, this alternative is not recommended since it will not allow for the provision of needed consultation services which could result in the loss of local, state and federal funds currently being received by DHHS.
