RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the Grant Agreement with Partnership HealthPlan of California (PHC) for $78,750 for the term of Oct. 1, 2019 through Aug. 15, 2020;
2. Authorize the Director of Public Health or a designee thereof to sign three originals of the agreement;
3. Authorize the Director of Public Health or a designee thereof to sign all future amendments and documents directly related to the Grant Agreement upon review and approval of County Counsel and Risk Management;
4. Direct the Clerk of the Board to return one copy of the certified board report to the Department of Health and Human Services (DHHS) - Contract Unit; and
5. Direct the Auditor-Controller to supplement Fund 1175, Budget Unit 452-AOD Prevention for fiscal year (FY) 2019-20 (4/5 vote required).

DISCUSSION:
The Centers for Disease Control and Prevention (CDC) states that 14% of students reported the non-prescription use of opioids and 20.7% had engaged in non-medical use of prescription medications (NMUPD). This trend is higher among homeless youth with nearly 50% reported lifetime use and 21.6% reported use in the past month. The most frequently used prescriptions in the past month were: opioids only (24.5%) while NMUPD among youth clusters with other risk factors, including hard drug use, unprotected sex, and suicidal ideation.
