RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the Grant Agreement with Partnership HealthPlan of California (PHC) for $78,750 for the term of Oct. 1, 2019 through Aug. 15, 2020;

2.                     Authorize the Director of Public Health or a designee thereof to sign three originals of the agreement;

3.                     Authorize the Director of Public Health or a designee thereof to sign all future amendments and documents directly related to the Grant Agreement upon review and approval of County Counsel and Risk Management;

4.                     Direct the Clerk of the Board to return one copy of the certified board report to the Department of Health and Human Services (DHHS) - Contract Unit; and

5.                     Direct the Auditor-Controller to supplement Fund 1175, Budget Unit 452-AOD Prevention for fiscal year (FY) 2019-20 (4/5 vote required).

DISCUSSION:

The Centers for Disease Control and Prevention (CDC) states that 14% of students reported the non-prescription use of opioids and 20.7% had engaged in non-medical use of prescription medications (NMUPD). This trend is higher among homeless youth with nearly 50% reported lifetime use and 21.6% reported use in the past month. The most frequently used prescriptions in the past month were: opioids only (24.5%) while NMUPD among youth clusters with other risk factors, including hard drug use, unprotected sex, and suicidal ideation.

 

Youth report accessing these medications most frequently from friends and family. Prescription drug abuse also disproportionately impacts vulnerable populations, including rural groups, low-income groups, those subject to sexual victimization or dating violence, those with a history of mental illness, and those with a history of substance abuse disorders. The CDC states that practice-based approaches are needed in addition to public health interventions based on effective alcohol and tobacco prevention programs during the earlier adolescent years.

 

This collaboration will increase youth engagement to effectively address youth substance use disorder (SUD) in rural communities, with a focus on youth opioid use disorder in media and outreach activities. Activities include: youth-led and developed media campaigns and youth engagement with decision-making processes around SUD through community youth teams; identifying a community champion who will serve as the adult lead for the project; identifying a team of youth to drive campaign materials and direction for community outreach and education around youth substance use and youth opioid use; providing a pre-campaign assessment of youth opioid use and youth substance use and addiction by Oct. 31, 2019; providing a post-campaign assessment of youth opioid use and youth substance use and addiction by Aug. 15, 2020; developing and disseminating education and outreach materials focused on youth substance use and opioid use; utilizing up to date technology, social media, and a communications/media agency if appropriate; where appropriate, connecting the youth teams with Opioid Coalitions, school systems, probation departments, county health systems, local substance use providers and local civic leaders; and attending monthly conference calls, times and dates to be determined, with the Partnership Healthplan grant project lead and attending three in-person learning collaboratives, dates and times to be determined, as identified by the Partnership Healthplan grant project lead.

 

Healthy Communities staff will partner with Humboldt County Transition Age Youth Collaboration (HCTAYC) to meet the grant objectives.  HCTAYC’s Substance Use and Misuse Policy Committee has reviewed the project and agreed to be the team of youth that work on the youth-led and developed media campaigns and to facilitate youth engagement.

 

The work of this grant addresses Priority 2 of the Community Health Improvement Project: Shift social norms around alcohol and other drug use.

 

This agreement is coming to your Board after the effective date due to late receipt from PHC.

 

FINANCIAL IMPACT:

Approval of the Grant Agreement with PHC will allow DHHS - Public Health to be reimbursed a maximum of $78,750 in Fund 1175, Budget Unit 452-AOD Prevention for the period of Oct. 1, 2019 through Aug. 15, 2020. The term of the agreement will span FY 2019-20 and FY 2020-21. The supplemental budget will increase Fund 1175, Budget Unit 452-AOD Prevention for FY 2019-20 in the amount of $60,000.  The remaining funding amount of $18,750 will be included in the annual budget process for FY 2020-21. There is no impact to the county General Fund.
