RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the purchase of one portable generator;
2. Authorize the Purchasing Agent to enter into a purchase agreement with Pape Machinery;
3. Approve the attached supplemental budget for Facility Management 1100162 for Fiscal Year (FY) 2019-20 (4/5 vote required).

DISCUSSION:
During the last Pacific Gas & Electric (PG&E) Public Safety Power Shutoff (PSPS) the generator at Sempervirens Psychiatric Health Facility (SV) was assessed as needing an anticipated $40,000 worth of repairs with no guarantee that the repairs would return the generator to functioning capacity. The generator was leaking oil and has been determined to be past it's useful life. Currently, Public Works' generator is being used as the backup for the facility. This is not a permanent solution as Public Works needs the generator to process raw materials and road base materials.

At this time it has been determined that the best course of action is to purchase a portable generator to temporarily provide backup power to SV and for increase redundancy county wide. The portable generator will be used as backup to power SV during any power outage until the current generator can be replaced and installed. This will allow the department sufficient time for program planning to accommodate the purchase and installation of a new backup generator. Once the SV generator has been replaced the portable generator will be available for use for any county building during future PG&E PSPS events or other emergencies.
