RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the purchase of one portable generator;

2.                     Authorize the Purchasing Agent to enter into a purchase agreement with Pape Machinery;

3.                     Approve the attached supplemental budget for Facility Management 1100162 for Fiscal Year (FY) 2019-20 (4/5 vote required).

DISCUSSION:

During the last Pacific Gas & Electric (PG&E) Public Safety Power Shutoff (PSPS) the generator at Sempervirens Psychiatric Health Facility (SV) was assessed as needing an anticipated $40,000 worth of repairs with no guarantee that the repairs would return the generator to functioning capacity.  The generator was leaking oil and has been determined to be past it’s useful life.  Currently, Public Works’ generator is being used as the backup for the facility.  This is not a permanent solution as Public Works needs the generator to process raw materials and road base materials. 

 

At this time it has been determined that the best course of action is to purchase a portable generator to temporarily provide backup power to SV and for increase redundancy county wide. The portable generator will be used as backup to power SV during any power outage until the current generator can be replaced and installed.  This will allow the department sufficient time for program planning to accommodate the purchase and installation of a new backup generator.  Once the SV generator has been replaced the portable generator will be available for use for any county building during future PG&E PSPS events or other emergencies.

 

Public Works received two proposals for the portable generator with Pape having the needed additional power pack.  The proposed portable generator to purchase is rated Tier 4 Final, which meets the State of California's emission requirements.

 

With the implementation of PSPS the demand for portable generators has increased statewide and the high volume of sales has created a backlog of orders making it the purchase of the portable generator time sensitive. 

 

 

FINANCIAL IMPACT:

The cost of the generator is $110,879.60, the attached supplemental budget will increase fund 1100, budget unit 162- Facility Management by that amount. The funding for the generator will be covered by the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could elect to not to approve this supplemental budget request and authorize the purchase of one portable generator however this not recommended because during future power outage events a generator will not be available for immediate use at essential service facilities such as SV.
