RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the Public Health Director, or designee, to accept the Grant funding Agreement between the California Governor's Office of Emergency Services (Cal OES) and the Department of Health and Human Services (DHHS), Public Health, Division of Environmental Health (DEH) in the amount of $43,491 for the period of October 15, 2019 through September 15, 2020;
2. Authorize the Public Health Director, or designee, to approve any subsequent amendments directly related to the Agreement;
3. Direct the Clerk of the Board to return one (1) copy of the certified board report to DHHS, Contract Unit; and
4. Direct the Auditor-Controller to supplement Fund 1175, Budget Unit 411-Hazardous Materials Program for fiscal year (FY) 2019-20 (4/5 vote required) and create a ten-digit organization key (1175411002 HMEP) for grant tracking.

DISCUSSION:
DHHS - DEH, Hazardous Materials Program updated the Humboldt County Hazardous Materials Area Plan (Area Plan) in September 2013 and been approved for funding through Cal OES to update the Area Plan again in FY 2019-20. In addition, the Hazardous Materials Program has been approved for funding for the design and development of a full-scale hazardous materials exercise that will test the updated Area Plan.

The Area Plan will be reviewed by and serve to aid and educate more than 100 federal, state and local agencies that are involved with hazardous materials' incidents in Humboldt County.
