RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the Public Health Director, or designee, to accept the Grant funding Agreement between the California Governor’s Office of Emergency Services (Cal OES) and the Department of Health and Human Services (DHHS), Public Health, Division of Environmental Health (DEH) in the amount of $43,491 for the period of October 15, 2019 through September 15, 2020;
2. Authorize the Public Health Director, or designee, to approve any subsequent amendments directly related to the Agreement;
3. Direct the Clerk of the Board to return one (1) copy of the certified board report to DHHS, Contract Unit; and
4. Direct the Auditor-Controller to supplement Fund 1175, Budget Unit 411-Hazardous Materials Program for fiscal year (FY) 2019-20 (4/5 vote required) and create a ten-digit organization key (1175411002 HMEP) for grant tracking.

DISCUSSION:
DHHS - DEH, Hazardous Materials Program updated the Humboldt County Hazardous Materials Area Plan (Area Plan) in September 2013 and been approved for funding through Cal OES to update the Area Plan again in FY 2019-20. In addition, the Hazardous Materials Program has been approved for funding for the design and development of a full-scale hazardous materials exercise that will test the updated Area Plan.
The Area Plan will be reviewed by and serve to aid and educate more than 100 federal, state and local agencies that are involved with hazardous materials’ incidents in Humboldt County. The Area Plan addresses the county’s infrastructure related to transportation. The county’s transportation routes include Highways 101, 299, 255 and 36; waterways of the Pacific Ocean and Humboldt Bay; and commercial aviation routes. These routes present the largest spill threat because of the large quantities of hydrogen peroxide, formaldehyde, chlorine, sulfur dioxide and flammable fuels that are routinely transported to and through Humboldt County. Because most chemical incidents occur during transport, roadways, waterways and airways are most vulnerable to hazardous material spills. The exercise and Area Plan update will involve agencies that have response capabilities for hazardous material incidents in Humboldt County. The exercise will serve to:
1.) Clarify agency roles and responsibilities;
2.) Identify planning strengths and weaknesses;
3.) Test the incident command system.
The reason this item comes to your Board at this date is because it was only recently received by the Department of Health and Human Services, Division of Environmental Health.
FINANCIAL IMPACT:
Approval of the agreement with Cal OES will allow DEH to be reimbursed up to $43,491 for the period of October 15, 2019 through September 15, 2020. The term of the agreement will span FY2019-20 and 2020-21. The supplemental budget will increase Fund 1175, budget unit 411-Hazardous Materials Program for FY2019-20 in the amount of $25,981. The remaining grant funds will be included in the county budget process for FY 2020-21. Approval of the agreement will have no impact on the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board could choose not to accept this grant funding, however this is not recommended as the Area Plan update and exercise help assure a high level of cooperation, coordination and readiness across multiple agencies that are first responders to hazardous materials incidents in Humboldt County.
