RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the resolution (Attachment 1) accepting the proposed mutual aid agreement (Attachment 2) with CDCR Pelican Bay State Prison;
2. Direct the Clerk of the Board to return a fully executed certified copy of the attached resolution to the Sheriff's Office;
3. Authorize the Humboldt County Sheriff to execute three originals of the agreement;
4. Authorize the Humboldt County Sheriff to approve any extensions, amendments, modifications, or terminations for the term of the agreement; and
5. Direct the Clerk of the Board to return two signed originals of the agreement to the Sheriff's Office.

DISCUSSION:
The Humboldt County Sheriff and the CDCR Warden have long recognized that mutual aid and cooperation in response to a natural disaster, critical incident, or other emergency can be strengthened through collaboration. By establishing and maintaining an agreement of mutual aid, both agencies have an improved ability to respond to and sufficiently deal with incidents throughout both jurisdictions, effectively improving overall public safety. An MOU was developed to confirm the framework for this cooperative relationship (Attachment 2).

FINANCIAL IMPACT:
The attached MOU is an agreement to share services and facilities, including but not limited to security, rescue, relief and communications during a disaster or emergency. The agreement does not include financial terms. However, the party receiving aid will be responsible for providing supplies and material, such as gasoline, food, and water for on-site use of equipment and for personnel who are engaged in providing aid.
