That the Board of Supervisors:
1. Adopt the attached resolution approving a list of projects to be funded by California Senate Bill 1 - The Road Repair and Accountability Act of 2017 - for Fiscal Year 2019-20.

DISCUSSION:
California Senate Bill 1 (SB1) - The Road Repair and Accountability Act of 2017 - approved $54 billion over the next decade to repair roads, freeways and bridges throughout the State of California. As part of the accountability guidelines for receiving SB1 funds, local agencies must submit an approved list of proposed projects to the California Department of Transportation prior to receiving an apportionment of funds from the State Controller. The list of projects proposed to be financed with SB1 funds shall include a description of each proposed project, a schedule for each project's completion and an estimated useful life of the improvements.

The Humboldt County Department of Public Works estimates that the county's allocation of SB1 funds for Fiscal Year 2019-20 will be approximately $4,375,000. The total cost of the projects proposed to be financed with SB1 funds for Fiscal Year 2019-20 exceeds the estimated allocation of SBl revenue. The reasons for including more projects than can be financed with the estimated allocation of SB1 funds is to:

* Allow for additional projects to be constructed should bid prices be lower than Public Works's initial estimates. SB1 funding cannot be used for projects that are not included on the list of proposed projects approved by the Board of Supervisors.
