1. Adopt the attached resolution approving a list of projects to be funded by California Senate Bill 1 - The Road Repair and Accountability Act of 2017 - for Fiscal Year 2019-20.

DISCUSSION:
California Senate Bill 1 (SB1) - The Road Repair and Accountability Act of 2017 - approved $54 billion over the next decade to repair roads, freeways and bridges throughout the State of California. As part of the accountability guidelines for receiving SB1 funds, local agencies must submit an approved list of proposed projects to the California Department of Transportation prior to receiving an apportionment of funds from the State Controller. The list of projects proposed to be financed with SB1 funds shall include a description of each proposed project, a schedule for each project’s completion and an estimated useful life of the improvements.
The Humboldt County Department of Public Works estimates that the county’s allocation of SB1 funds for Fiscal Year 2019-20 will be approximately $4,375,000. The total cost of the projects proposed to be financed with SB1 funds for Fiscal Year 2019-20 exceeds the estimated allocation of SBl revenue. The reasons for including more projects than can be financed with the estimated allocation of SB1 funds is to:
• Allow for additional projects to be constructed should bid prices be lower than Public Works’s initial estimates. SB1 funding cannot be used for projects that are not included on the list of proposed projects approved by the Board of Supervisors.
• Allows for flexibility to swap out projects in the event a particular project becomes bogged down in the planning and/or permitting processes.
Accordingly, Public Works recommends that the Board of Supervisors adopt the attached resolution approving a list of projects to be financed with SB1 funds for Fiscal Year 2019-20.
FINANCIAL IMPACT:
As noted above, the estimated SB1 allocation for fiscal year 2019-20 is $4,375,000. When projects approved for SB1 funding are constructed, expenditures will be charged to the Humboldt County Road Fund and reported by Public Works staff to the California Transportation Commission as SB1 expenditures. As a result, adoption of the attached resolution will not impact the Humboldt County General Fund.

This action supports your Board’s Strategic Framework by providing for and maintaining infrastructure and seeking outside funding sources to benefit Humboldt County needs.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to adopt the attached resolution approving a list of projects to be funded by SB1 for Fiscal Year 2019-20. However, this alternative is not recommended since SB1 funding will not be available to the county unless the Board approves a list of proposed projects.
