RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached software license and support services agreement with Diverse Computing, Inc. regarding the continued provision and maintenance of an eAgent interface with the California Law Enforcement Technology System and the California Law Enforcement Warrants System for the period of December 1, 2018 through November 30, 2022; and

2.                     Direct the Clerk of the Board to return two (2) fully executed original copies of the attached software license and support services agreement to the County Administrative Office - Information Technology division for further processing.

DISCUSSION:

The California Law Enforcement Technology System (CLETS) facilitates communication access to various statewide and local law enforcement databases.  The California Law Enforcement Warrants System (CLEWS) provides fast and accurate access to active local warrants.  The CLETS and CLEWS systems are utilized by the Humboldt County Sheriff’s Office, the District Attorney’s Office, the Probation Department, the Department of Health and Human Services, Humboldt State University and the Police Departments for the Cities of Arcata, Eureka and Fortuna.

 

On December 17, 2013 (Item B-1), the Humboldt County Board of Supervisors approved a software license and support services agreement with Diverse Computing, Inc. regarding the provision and implementation of eAgent Message Switch Software and customized eAgent Warrant System Software to replace the county’s then existing CLETS and CLEWS systems.  The eAgent interface serves as the message broker for all CLETS and CLEWS transactions through its reporting and administrative functions.

 

The attached software license and support services agreement with Diverse Computing, Inc. will allow the county to continue to utilize the eAgent interface with the CLETS and CLEWS systems for the period of December 1, 2018 through November 30, 2022.  The attached software license and support services agreement comes to the Board after the effective date thereof due to ongoing negotiations with Diverse Computing, Inc. which resulted in decreased costs to the county.

 

Accordingly, staff recommends that the Board approve, and authorize the Chair of the Board to execute, the attached software license and support services agreement with Diverse Computing, Inc. regarding the continued provision and maintenance of an eAgent interface with the CLETS and CLEWS systems for the period of December 1, 2018, through November 30, 2022.

 

FINANCIAL IMPACT:

The attached software license and support services agreement with Diverse Computing, Inc. has a maximum amount payable of One Hundred Ninety-Two Thousand Seven Hundred Four Dollars and Nineteen Cents ($192,704.19).

 

Expenditure appropriations related to the continued provision and maintenance of an eAgent interface with the CLETS and CLEWS systems during fiscal year 2018-2019 has been included in the approved fiscal year 2018-2019 Information Technology budget.  Expenditure appropriations related to the continued provision and maintenance of the eAgent interface during fiscal years 2019-2020 through 2022-2023 will be included in the proposed budgets for Information Technology.  Ongoing maintenance costs will be paid by Information Technology and charged out to participating county departments and other organizations based on actual usage.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by enforcing laws and regulations to protect residents.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may decide not to approve the attached software license and support services agreement with Diverse Computing, Inc. regarding the continued provision and maintenance of an eAgent interface with the CLETS and CLEWS systems.  However, this alternative is not recommended as it would result in discontinuance of the current eAgent interface.
